You're defining smart in the dictionary definition of the word. He is definitely not book-smart. He doesn't understand the Constitution or know the words to the Lord's Prayer, the Pledge of Allegiance, or the National Anthem.

But he's as smart as Al Capone when it comes to running scams and avoiding taxes.
